Export Control Compliance Policy Statement

1. Statement Subject and Basis

Hangzhou Vector Magnets Co., Ltd. (hereinafter referred to as "the Company") issues this statement on the compliance of dual-use items (goods, technologies, and their carriers) export in accordance with the Export Control Law of the People's Republic of China, the Regulations on the Export Control of Dual-use Items, and the latest announcements of the Ministry of Commerce. This statement is binding on all employees, branches, and third-party partners (freight forwarders, agents, etc.) of the Company.

2. Core Compliance Positions

• Compliance First: Any export activity shall be based on legal permits. "Shipping first and supplementing permits later" and "splitting to avoid control" are strictly prohibited. Transactions for sensitive purposes must apply for permits in advance;
• Full Responsibility Coverage: Domestic and overseas technology transfer, process transfer of overseas subsidiaries, etc. are all within the scope of "export" and require permit procedures; Third parties assisting in violations will have their cooperation terminated and be held accountable;
• Zero Tolerance for Violations: Forging permits, concealing item attributes, exporting to sensitive entities, and applications involving weapons of mass destruction or terrorist purposes are strictly prohibited and will not be accepted.

3. Organization and Key Guarantees

• Review compliance work quarterly to ensure investment in compliance resources;
• Establish an export control team, full-time compliance officer: Zhang Wei ;
• Build a controlled item database and sensitive entity screening system by 2025, and conduct compliance training ≥4 times a year.

4. Core Compliance Requirements

• Review products quarterly and clarify risk levels against the control list;
• Sales department conducts dual screening of customers (sensitive list verification + "End-Use Statement"), and applications from military users are generally not permitted;
• Logistics department implements "permit - goods - end-user" triple verification, and no shipment is allowed without a permit;
• Transaction records shall be kept for ≥5 years, and electronic records shall be encrypted and backed up.

5. Violations and Improvements
